Sub: Railway Service (Revised Pay) Rules, 2008- Date of next increment in the revised pay structure under Rule 10 of the RS(RP) Rules, 2008.

In acc.ordance with the provisions contained in Rule 10 of the RS(RP) Rules, 2008, there will be a uniform date of annual increment, viz. 1 st July of every year. Employees completing 6 months and above in the revised pay structure as on 15t of July will be eligible to be granted the increment. The first increment after fixation of pay on 1.1.2006 in the revised pay structure will be granted on 1.7.2006 for those employees for whom the date of next increment was between l51 July, 2006 to 15t January, 2007.

2. The Staff Side has represented on this issue and has requested that those employees who were due to get their annual increment between February to June during 2006 may be granted one increment on 01.01.2006 in the pre-revised scale.

3. On further consideration and in exercise of the powers available under RS(RP) Rules, 2008, the President is pleased to decide that in relaxation of stipulation under Rule 10 of these Rules, those Railway emp:~oyees who were due to get their annual increment between February to June during 2006 may be granted one increment on l.1.2006 in the pre-revised pay scale as a one time measure and thereafter will get the next increment in the revised pay structure on 1.7.2006 as per Rule lO of RS(RP) Rules, 2008. The pay of the eligible employees n1ay be refixed accordingly.

4. This issues with the concurrence of Finance Directorate of the Ministry of Railways.

    Respected Sir,
    I joined central para-military on 06th June, 2005 (06-06-2005) in the 5th CPC pay scale of 8000. Later on with implementation of 6th CPC I started getting scale of 15600.
    My pay increment month 1st June as per my joining in 5th CPC on 06.06.2005.
    As per kindly reference is invited to the Ministry of Finance, Department of Expenditure O.M.No.10/02/2011- E.III/A dated 19th March, 2012 wherein all the Central Government employees who were due to get their annual increment between February to June during 2006 were granted one increment on 1.1.2006 in the pre-revised pay scale as a one time measure and there after next increment in the revised pay structure on 1.7.2006 as per Rule 10 of CCS(RP) Rules, 2008 – I am also eligible for one more increment.

    But ministrial staff refused that its also calculated with 1.85 times of basic pay of 5th CPC. As per pay fixation chats, I am not eligible for one additional increment.
    But i do not understand.

    Please intimate if my increment in pre revised pay scale was on 1st June (as joining date in ITBP is 06.06.2005) and hence, in terms of the above Office Memorandum, I am eligible for one additional increment in pre-revised pay scale as a one time measure and also eligible for next increment in the revised pay structure on 1.7.2006 as per Rule 10 of CCS (RP) Rules, 2008.

    How ever I got my FIRST increment after 13 months now (as joining date is 06.06.2005)

    Am I eligible for one time increment as declared by central govt recently for 2006 cases under order of Ministry of Finance, Department of Expenditure O.M.No.10/02/2011- E.III/A dated 19th March, 2012 ?
    Please clarify….
